The wise who are knowledgeable about brahma say that you are the one who

You are the conqueror of the enemies of deva-s. You are always the one who
protects the deva-s.

daNDo bhedo manuShyANAM nigrahAvagrahe sadA |
O the one who excite men (kR^iShNa)! There are always four kinds of
justice for men in obstacle of self by others and obstacle of others by self
- agreement, giving away, differentiating and punishment.

O hari( kR^iShNa)! Punishment shall be given to those who deserve punishment
(are weak). Agreement is generally desirable with equals. The powerful shall
be given offerings. If all the three methods do not seem to work, then
great differentiation should be used - This is the opinion of the experts
of justice.
